The expansion of health insurance and improving the quality of public education services for District of Baitussalam can be done in various ways, either through service programs, service facilities and other educational services.
Overseer role as mentors need immediate self introspection. The results of the monitoring and analysis of the bishops and heads of CLC / Foundation in doing both individual and group counseling are still using conventional pattern. 2. What is the mechanism of Strategy Guidance and monitoring techniques applied by overseers PAUDNI in District Baitussalam?
3. How big is the overseer of understanding function as a quality control approach and Technical Guidance effective monitoring of the delivery of the program PAUDNI?

3. Purpose
Based on the above background, the authors have a goal of writing include:
1. General Purpose
Writing this in the proposed field inspector to follow PTK PAUDNI Appreciation Contest Achievement Aceh Besar District 2014.
2. Special Purpose
1. Prepare overseers as quality assurance officer of Early Childhood Education program Formal and Informal (PAUDNI) competent and professional.
2. The inspector is ready again in carrying out its duties and functions as a quality assurance program Formal Early Childhood Education (ECD and CLC)
3. Understand the policy priorities of Early Childhood Education program Formal (ECD and CLC)
4. Understand the overseers job descriptions related to improving the quality of Teachers and Education Personnel.
5. Prepare overseers who have mental readiness and high work ethic to become qualified PAUDNI quality assurance.

4. Problem Solving Strategies
With reference to the above formulation of the problem, the authors will try to organize the problem solving strategy with several phases, namely:

1. Set up a meeting schedule to each institution
2. Conduct regular coaching to each institution CLC / ECD
3. Provide motivation to the educators and education personnel.
4. Set the monitoring schedule kesetiap early childhood institutions / CLC
5. Provide for evaluation and assessment.
With the papers are expected to contribute ideas to the world of education, especially for the overseers of Early Childhood Education program Formal and Informal (PAUDNI) in order to further implement the principle of performance and professionalism in order to improve the quality of education in Indonesia, as well as to improve the shipping community and educational needs creative skills, innovative and effective for the realization of the golden generation of Indonesia.
